中国近代资产阶级启蒙思想家，翻译家，是早期维新派的代表人物之一。曾留学英国海军学校， 在留学期间， 严复广泛接受了西方先进的思想， 努力向西方寻求救国真理。
甲午中日战争后，翻译《天演论》 ，以“物竞天择，适者生存”的观点，号召人们“救亡图存”，对当时思想界有很大影响。严复认为，要使中国富强，必须维新，要维新，必须大力倡导“西学” 。
