(4)禁止向任何单位和个人提供担保中国人民银行不是经营单位,没有商业客户,所以,中国人民银行不能参与商业贷款的担保活动。如果参与商业贷款的担保活动,当借款人不能偿还时,中国人民银行就有义务偿还,但是,中国人民银行并没有相应资金来履行这种义务。中国人民银行的资金只能用于执行符合货币政策目的的有关项目,而不能用来支付商业贷款。
